Good Neighbors (1991) is an international humanitarian, development and non-governmental organization with membership in General Consultative Status in the United Nations Economic and Social Council (UN ECOSOC). Winner of the MDG 2 award in 2007, Good Neighbors Bangladesh (GNB) is operating 16 Community Development Projects (CDP) and 2 Projects with Specific Program (PSP) in 12 districts for child protection, education, health, women empowerment, income generating activities, DRR and Rohingya emergency response activities.

Article 1 [Purpose)

1-1. Good Neighbors Bangladesh invites tenderer for the Emergency Response as housing materials Corrugated iron (CI) sheet (NOF) support to the 2022 flood victims in Sunamganj, Bangladesh.

Article 2 (Specification and quantity of items/goods)

2-1. Corrugated iron (CI) sheet NON-OXIDE FURNACE (NOF), Abul Khair brand

a. Wide-2.67ft/32inc

b. Thickness-0.36mm

c. Length- 7 feet and

d. Quantity-6,500 pcs (approximately).

Article 3 (Tender Enlist Application)

3-1. Companies that wish to participate in the Tender should submit and apply to GNB with the

following documentations.

  • Tender Application
  • Up-To-Date Trade License
  • Up-To-Date Income Tax Certificate
  • Vat Registration Certification
  • Previous tendering documents / List of clients (up to 2 years)
  • Company profile /Branding information
  • Any others relevant papers

Article 4 (Submission Tender Documents)

4.1    Download the tender documents from GNB official webpage: www.gnbangla.org

4.2      Tender application should be submitted at our head office by Email address in PDF Format.

         Email address: procurement@gnbangla.org before the submission deadline.

4.3    Those documents have to mail or arrive at the “Good Neighbors Bangladesh” Head Office Address- Plot # 05, Block # A, Swadesh Shornaly Abashan, Purbanchal Express Highway, Barua, Khilkhet, Dhaka – 1229 before the day of Tender submission deadline is in effect.

Note:    Every page must have the signature of tenderer in PDF copy. No need to worry if need to send more than one email including all required documents please send several times to us.

Article 5 (Validity of Competitive Tender)

5.1 GNB will award the contract to the tenderer (the number of tenderers will be decided by GNB). If GNB decides to appoint more than one tenderer, the lowest bidder will be prioritized first, and the other (second lowest) selected tenderers will be offered to agree on the quoted lower rate or decide by the purchase/procurement committee, and they will get the award on the contract.

5.2 If we found the same rate from different tenderers the selection process will be gone through lottery among the tenderers or the purchase/procurement committee will be decided.

5.3 The tenderer whose quoted amount is lowest and reasonable as per procurement standard of GNB will be eligible for the tender and purchase/procurement committee will be decided

Article 6 (Tender Cancellation)

In the event of a tender procedure’s cancellation, tenderers will be notified by GNB. Cancellation may occur where:

6.1 If organization has to face any unavoidable reasons, the tender should be cancelled before notification of winning bidder selection.

6.2. GNB has the right to eliminate any bidder without showing any reason. So, Bidders are not entitled to claim for damages against the ordering authority when the Tender is cancelled.

6.3 Tenderers are expected to examine carefully and comply with all instructions, forms, provisions and specifications contained in this TENDER FORM.

6.4 Failure to submit all the required information and documentation within the deadline specified will lead to rejection of the tender.

6.5 Who does not follow Article No. 3 will be treated as disqualified.

6.6 GNB has zero tolerance regarding any political and repugnant references or corrupted mentality.

6.7 Power to accept part of a contract: GNB reserve the right, unless the tenderer expressly stipulates to the contrary in the tender, to award batches separately or in any combination.

6.8 Tender Process: Any attempt by a tenderer to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain information on how the procedure is progressing or to influence GNB in its decision concerning the award of the contract will result in the immediate rejection of his tender.

6.9   All kinds of tendering processes will be completed by GNB’s Procurement Committee as per office policy and they have the right to cancel any tender for any reason.

6.10 Ownership of tender: GNB retain ownership of all tenders received under this tender process. Consequently, tenderers have no right to have their tenders returned to them. GNB guarantees that tender offers shall remain confidential.

 6.11 Notification award and contract signature: The successful tenderer will be informed by email and over phone that their tender has been chosen (notification of award). The unsuccessful tenderer will be informed by e-mail within the 15 days following the award.

6.12 Within 2 working days following the reception, the successful tenderer will sign, date and send back the contract.

6.14 If the successful tenderer fails to sign and send back the contract within 2 working days, GNB can consider (after notification) the award as null and void.

6.15 Type of contract: The contract that will be concluded between the successful tenderer and GNB is done according to standard contract.

By submitting an offer to this Invitation to Tender, the tenderer accepts contract terms. If any remark or reserve were to be raised by the tenderer, they should be clearly written down in a free format document included in the tender. Such documents should include the tenderer’s proposal to replace the discussed sections of the contract.

6.16 Good Neighbors Bangladesh concerned about the right of children and women and has “ZERO TOLERANCE” policy for any kind of sexual exploitation and abuse.

6.17 Only GNB has the right to amend, edit, and revise on the tender. There is no way to amend, edit, and revise for vendors.

Article 7 (Submission Deadline)

7.1 Tender relevant documents proving the eligibility of bidders shall be submitted within 4th October, 2022 and time 5:00pm.

Article 8 Cost and Currencies of Tender       

8.1   The tenderer shall bear all cost associated with the preparation and submission of his Tender, and GNB will in no case be responsible or liable for those costs.

8.2   The unit rates and amount shall be quoted by the tenderer entirely in BDT mentioning Vat &

    Tax rate and amount separately.

8.3   The unit rates and prices shall be quoted by the Tenderer entirely in the BDT-local currency   and the quoted price must be valid for 1 month from agreement/work order signature date.

Article 9 Delivery and payment method

9.1 Eligible/selected tenderer will deliver the housing materials (CL sheet-NOF) with the quoted amount and quantity in Chhatak Upozilla, Sunamganj within the timeframe as per Work order.

9.2 The selected tenderer will have to communicate the number and exact references of the bank account information (Account name, Account number, Routing number, Bank and Brach name) where the payments will be executed by A/C payee Cheque or bank transfer.

9.3 Maximum 30% of total tender value (excluding VAT & TAX) can be provided as advance along with the work order if required.

9.4 Final payment will be made, after adjusting the advance amount (if any) to the tenderer within 5 working days after the completion of goods delivery after deducting all applicable VAT and TAX as per govt. policy.
