Emergency Food Support for the 2024 Flood-Affected People

Good Neighbors is an international humanitarian development NGO founded in South Korea in 1991. Good Neighbors Bangladesh (GNB) was registered as an international non-government organization (INGO) with the NGO affairs bureau of the government of Bangladesh and commenced its operation in August 1996 for helping deprived children, their
mothers and families through education, health services, economic security, protection, community development, sanitation, and disaster relief projects.

 Article 1: (Purpose)

1-1. Good Neighbors Bangladesh invites tenderers for Emergency Response Food Support (Rice BR-29) support to the 2024 Food affected people in Kurigram Community
Development Project’s area,
Chamrargola, Velacopa, Kurigram

 Article 2 (Tender Enlist Application)

2-1. Companies that wish to participate in the Tender process, should submit and apply to GNB with the following documentations.

   Tender Application

   Up-To-Date Trade License

   Up-To-Date Income Tax Certificate

   VAT Registration Certificate

   Updated Bank Solvency Certificate & bank statement (minimum 20 to
25 Lakh)

   Any others relevant papers

 

Article 3 (Required materials details)

3-1. Vendor must ensure 50 KG of Rice price in quotation including carrying charge without VAT & TAX.  Rice details: BR 29 Rice with plastic bag (moisture 14%, broken and black 2%, fresh condition & good smell)

 Article 4 (Submission Tender Documents)

4-1.       Download all tender related documents.

4-2.       Tender applications should be submitted (According to Article 2) at our head office physically or by Email address in PDF Format including signature in all pages. Express Highway, Barua, Khilkhet, Dhaka – 1229” before the day of Tender submission deadline is in effect.  Email address: procurement@gnbangla.org before the submission deadline.

4-3.       No additional support will be provided by GNB for this tender.

Note:    Every page must have the signature of the tenderer in the PDF copy. If multiple emails are needed to send all required documents, please send them separately.

 

Article 5.  (Validity of Competitive Tender)

5-1. GNB will award the contract to the tenderer (The number of tenderers will be decided by GNB). If GNB  decides to appoint more than one tenderer, the lowest bidder will be  prioritized and other selected tenderers will be offered to agree on the quoted lower rate or decided by the committee, and they will be awarded the contract  based on mutual agreement.

5-2. If we found the same rate from different tenderers the selection process will be gone through lottery among the tenderers or the committee will be decided.

5-3. The tenderer whose quoted amount is the lowest and reasonable compared to GNB’s estimated cost will be eligible for the tender, or the committee will decide.

 

Article 6 (The Scope of the house materials (Iron sheet-Tin) supply

6-1. The scope of the Food materials (Rice – BR 29) supply relevant work are as follows:

   Vendor must determine BR 29 Rice 50Kg (plastic bag) price including delivery location.

   Delivery location: 1) Kurigram Community Development Project, Chamrargola, Velacopa, Kurigram     ii. Vendor need to deliver 30,000 Kg BR 29 Rice in each CDP’s area.

   The awarded tenderer will get maximum 3 days after getting work order for delivery.

   During delivery time should be submit final bill and relevant documents.

 Article 7 (Tender Cancellation)

In the event of a tender procedure’s cancellation, tenderers will be notified by GNB. Cancellation may occur where:

 

7-1. If the organization faces any unavoidable reasons, the tender should be canceled before notifying the winning bidder selection.

7-2. GNB has the right to eliminate any bidder without showing any reason. So, Bidders are not entitled to claim damages against the ordering authority when the Tender is cancelled.

7.3 Tenderers are expected to examine carefully and comply with all instructions, forms, provisions and specifications contained in this TENDER PACKAGE.

7-4. Failure to submit tender containing all the required information and documentation within the deadline specified will lead to the rejection of the tender.

7-5. Non-compliance with Article No.4 will result in disqualification.

7-6. GNB has zero tolerance policy regarding any political and repugnant references or corrupted mentality.

7-7. Power to accept part of a contract: GNB reserve the right, unless the tenderer expressly stipulates to the contrary in the tender, to award batches separately or in any combination.

7-8. Tender Process: Any attempt by a tenderer to influence the evaluation committee in the process of examination, clarification, evaluation and comparison of tenders, to obtain
information on how the procedure is progressing or to influence GNB in its decision concerning the award of the contract will result in the immediate rejection of his tender.
All kinds of tendering processes will be completed by GNB’s Procurement Committee, and they have the right to cancel any tender for any reason.

 7-9. Ownership of tender: GNB retain ownership of all tenders received under this tender process. Consequently, tenderers have no right to have their tenders returned to them. GNB guarantees that tender offers shall remain confidential.

7-10. Notification award and contract signature: The successful tenderer will be informed by email and over phone that their tender has been chosen (notification of award). Within a reasonable time, the

successful tenderer will sign, date and send back the contract. The selected tenderer will have to communicate the number and exact references of the bank account where the payments will be executed. If the

successful tenderer fails to sign and send back the contract within 2 working days, office can consider (after notification) the award as null and void.

7-11. Type of contract: The contract that will be concluded between the successful tenderer and GNB is done according to standard contract. By submitting an offer to this Invitation to Tender, the tenderer accepts contract terms. If any remark or reserve were to be raised by the tenderer, they should be clearly written down in a free format document included in the tender. Such documents should include the tenderer’s proposal to replace the discussed sections of the contract.

7-12. Good Neighbors Bangladesh concerned about the right of children and women and has “ZERO TOLERANCE” policy for any kind of sexual exploitation and abuse.

7-13. Only GNB has the right to amend, edit, and revise on the tender. Vendors cannot amend, edit, or revise. 

Article 8 (Submission Deadline)

8-1. Tender relevant documents proving the eligibility of bidders shall be submitted within the deadlines set out in the tender announcement or bidding notice.

8-2. Document submission deadline is on 17
July 2024, at 5:00 PM
, with the tender opening date on 18 July 2024.

Article 9 (Detailed of supply materials)

9-1. Winning bidder shall conduct all conditions of this tender simultaneously.

9-2. The details materials delivery period will be determined in consultation with Good Neighbors Bangladesh project bidding committee.

9-3. Payment will be made by account payee cheque after deliver the materials.

 

Article 10 Cost and Currencies of Tender    

10-1. The tenderer shall bear all cost associated with the preparation and submission of his Tender, and GNB will in no case be responsible or liable for those costs.

10-2. The unit rates and amount shall be quoted by the tenderer entirely in Bangladeshi Taka (BDT) including Profit and without Vat & Tax.

10-3. The unit rates and prices shall be quoted by the Tenderer entirely in the BDT-local currency.
