Senior Officer (Procurement, Logistic & Liaison)

Good Neighbors (1991) is an international humanitarian, development and non-governmental organization with membership in General Consultative Status in the United Nations Economic and Social Council (UN ECOSOC). Winner of MDG 2 award 2007 and UNESCO-Hamdan Prize for Teacher Development 2024, Good Neighbors Bangladesh (GNB) is operating 17 Community Development Projects (CDP) and 1 Project with Specific Program (PSP) in 13 districts for child protection, education, health, women empowerment, income generating activities, DRR and Rohingya emergency response activities. Good Neighbors Bangladesh (GNB) intends to recruit suitable personnel for the following positions:

2. Basic Requirement:


Education Required: Master’s degree in Finance/Accounting/ Management/ Business Administration (Major finance/accounting).

Age: Age maximum 45 years (as on 30th June 2025)

Experience:

  • Working experience in procurement, logistics and Liaison
  • 2 years’ experience in NGO/INGO setting
  • Experience on implementing Sexual and reproductive health and/or Gender focused projects in emergency
  • Experience on working with internally displaced people

3. Contract Information:

Salary and Others: Consolidated Remuneration Tk. 60,000 (per month). Yearly 15 days paid leave excluding public holidays and training opportunities for career development

Contract Period: 12 Months

1.

Primary Responsibilities (Planning and Implementation of Program Activities)

  • Support to the Admin manager in conducting procurement processes as per organization procurement guidelines
  • Support the administration of effective procurement management systems.
  • Maintain an effective asset register; Stock register, ensure that all office and program assets are logged, ID tag
  • Prepare/Compile the inventory materials list as per project requirement
  • Ensure the purchase of logistics items as per UNICEF, FC1, FD7 budget plan with management approval
  • Ensure store items are issued from office and received properly in field level,
  • Ensure Deliver challan are used for receiving & issuing goods
  • Ensure proper documentation on finance & Administrative issue
  • Maintain smooth movement of vehicle in field and office
  • Prepare vendor register, update and keep logical relationship with vendor
  • He is reportable to Admin manager.
  • Work closely with the contraction engineer, vendor, School management committee and others.
  • Monitoring construction works to ensure timely completion of works as per planned schedule.
  • Establish regular commination and liaison with DC, UNO, RRRC, Vendor, NGOs, local leader.

  • Sound knowledge on Procurement, Logistic & Liaison core concepts and humanitarian principles
  • Prepare Procurement Agreement and Contracts as per GNB
  • Review budget of procured items with supervisor
  • Have good leadership, conflict management, coaching, mentoring, and team building skills.
  • Strong problem identification, analytical and solving skills.
  • Experience in working with communities and local governments, INGOs and other key internal and external stakeholders.
  • Ability to meet strict deadlines and work independently and cooperatively with team members.

  • Any other duties required by project authorities.

5. Capacity Requirement:

  • Good command on administration as well as procurement
  • Should have experience of internal/external audit
  • Good negotiation and communication skills.
  • Experience in working with communities, Vendors, GO’s, NGO’s.
  • Excellent skills on MS Office
  • Typing skill in Bangla and English.
  • Good command on documentation and record keeping

  • REQUIRED: Fluent communication skills in both verbal and written Bangla, Rohingya/Chattogram.
