Good Neighbors is a non-governmental international humanitarian and development organization with General Consultative Status in the United Nations Economic and Social Council (UN ECOSOC). Established in 1996, Good Neighbors Bangladesh is operating 17 Community Development Projects (CDP) and 3 Projects with Specific Programs (PSP) in 13 districts for child |

Background |
Good Neighbors Bangladesh commenced Nilphamari Community Development Project in 2013. In 2025, the project is redesigned according to its 5-year project cycle and developed project proposal form (PPF) considering education and protection sector, health and WASH sector and income generation and climate change issues.
At the beginning of the projects a baseline evaluation is conducted to establish a reference point against which future progress and outcomes can be measured. |

Purposes |
a) To provide initial data on the current situation (e.g., conditions, behaviors, attitudes, or performance) b) To define clear benchmarks for the project targets. c) To help to design or refine the project by identifying key issues, gaps, and opportunities. d) To ensures stakeholders (e.g., donors, government agencies, or partners) have a clear understanding of the initial situation. e) To identify potential risks or challenges that may hinder project success. |

Scope |
A) Geographical scope of the evaluation: 1. Nilphamari CDP, Balapara, Nilphamari Sadar, Nilphamari. B) Time frame for the evaluation: Eight weeks after the signing of the memorandum of understanding (MOU). |

Methodologies |
A) Evaluation Tools: 1. Secondary documents review (CDP data review), 2. Focus group discussion (FGD) 3. In-depth interview (IDI) 4. Key informant interview (KII) 5. Case study 6. HH survey B) Sampling Units: Simple Random sampling 1. Focus Group Discussion (FGD)- Sector wise 2. Key Informant Interview (KII)- Sector wise 3. In-depth Interview (IDI)- Sector wise 4. House hold Survey (minimum 100 from intervention area and 50 from non-intervention area) C) Method 1. To find answers to the key questions (questions in the Evaluation Matrix), both quantitative and qualitative methods will be used. 2. On a random sampling basis, indicator-based data will be collected through a participatory process involving community members and all levels of stakeholders.

Data |
1. Data collection through field visits and the review of secondary documents 2. Data analysis should be done using methods that are convenient for the evaluators. 3. The evaluator (lead) must visit each location and collect primary data. |

Budget |
1 Community Development Projects: BDT 130,000 (All expenses included food, travelling, accommodation and AIT.) · Good Neighbors Bangladesh will ensure VAT. · As required by applicable tax laws, Good Neighbors Bangladesh will be deducted Advance Income Tax (AIT) at the prevailing rate from the final payment to the evaluator. And Good Neighbors Bangladesh must remit the deducted AIT to the appropriate tax authority in favor of evaluator.
CDP staff of Good Neighbors Bangladesh will provide logistic support during the field visit on official working days. |

· Evaluation reporting contents are flexible. · Evaluator must submit individual evaluation report for each project/CDP |

Timeline |
1. EOI submission with a technical & financial proposal by October 5, 2025. 2. Draft report submission within 4th week of November 2025. 3. Final report submission by 1st week of December, 2025. |

as child rights, PSEA, and safety. If any of the stakeholders violates the PSEA policy, a child rights issue, or a safety issue, Good Neighbors Bangladesh has the right to terminate the contract immediately.
