1) Title: Impact Study of Good Neighbors Bangladesh Youth Development Initiatives
2) Background:
Good Neighbors Bangladesh is an international humanitarian development NGO. It commenced its operation in August 1996. Currently, Good Neighbors Bangladesh is operating 17 Community Development Projects (CDP) and 3 Projects with Specific Programs (PSP) in 13 districts. Good Neighbors Bangladesh is a child rights-based organization and works with the mission to improve the lives of the community people, especially children, women and youth through education, protection, health, WASH, youth development, women’s empowerment, livelihood improvement, and disaster management.
Good Neighbors Bangladesh has been working in communities engaging local volunteers since its inception. Local volunteers play an important role in community development. One of main objectives of youth development was to develop youths as future leaders and prepare for a good career. Good Neighbors Bangladesh involves youths in social rights-based activities in targeted communities through volunteer programs for holistic community development.
Good Neighbors Bangladesh youth development initiatives include Nature and Peace Club, youth clubs, volunteerism, internships and other capacity development programs. Good Neighbors Bangladesh organizes local youths and involves them in both personal career growth and community development process through these activities.
It is essential to conduct an impact study to comprehensively assess its achievements, challenges, lessons learned, and best practices which it has met its intended goals and objectives.
This impact study aims to provide a thorough analysis of program performance, its impact on the target population, the efficiency of resource utilization, and the overall effectiveness of youth development initiatives. Additionally, it will evaluate the sustainability of the program outcomes over time.

4) Purposes of the study:
a) To systematically assess the effectiveness of Good Neighbors Bangladesh Youth Development Initiatives in achieving its intended outcomes and broader impacts on the personal, educational, and socio-economic development.
b) To capture measurable outcomes and context-specific factors that influence the program’s impact
c) To enhance the program’s ability to empower and support youth in their journey towards positive and sustainable development
d) To assess how Good Neighbors Bangladesh stands out positively from other organizations in youth development
e) To disseminate the results to key stakeholders in order to scale up for future project initiatives.

5.2 Timeframe for the study: The assignment must be completed within three months following the signing of the Memorandum of Understanding (MoU).
6) Methodologies:
6.1 Data Collection Methods
a) Survey
b) Secondary documents review
c) Focus group discussion (FGD)
d) Key informant interview (KII)
e) In-depth interview (IDI)
f) Case study/Major Significant Change (MSC)
g) Observation and field visits: Direct observations during field visits to project sites will capture qualitative insights into the local context.
6.2 Sampling: A simple random sampling approach will be applied for the selection of respondents for survey, FGDs, KIIs, and IDIs.
6.3 Approach and Methods:
a) A mixed-methods approach will be utilized, integrating both qualitative and quantitative techniques to ensure a comprehensive understanding of the research questions.
b) Data collection will include surveys, document reviews, focus group discussions (FGDs), key informant interviews (KIIs), in-depth interviews (IDIs), and the development of case studies or success stories.
6.4 Target Respondents:
a) Local youth (Pre volunteers, volunteers, urban volunteer, Nature and Peace Club members, ex. Dream school teachers, Sponsorship Service Supporter, Intern and others)
b) Registered youth club members (CBOs)
c) Child council members
d) Community Development Committee (CDC)/Cooperative Management Committee (CMC)
e) Local representatives
f) Educational institutes (SMC members/teachers)
g) Government officials (Upazila and District level)
h) Like minded organizations
i) Project staff
6.5 Evaluation Questions: A semi-structured questionnaire aligned with the study objectives will be developed and shared by the evaluator during the inception report.
7) Data collection and analysis:
a) The evaluation team will be responsible for collecting both primary and secondary data across all designated project locations. Primary data will be gathered through field visits, while secondary data will be reviewed from relevant project documents and reports.
b) Data analysis should employ appropriate and rigorous qualitative and/or quantitative methods aligned with the study objectives. The chosen analytical framework should ensure the reliability, validity, and contextual relevance of findings.
c) The lead researcher is expected to conduct extensive field visits across the majority of project sites and engage directly with key stakeholders including government officials, Community Development Committees (CDCs), local representatives, educational institutions, and partner organizations to ensure comprehensive and representative data collection.
8) Budget:
· Budget: Total BDT 600,000. (All expenses included food, transportation, accommodation, and AIT.).
· Advance Income Tax (AIT): Good Neighbors Bangladesh will deduct Advance Income Tax (AIT) at the prevailing rate from the final payment and will remit the deducted AIT to the appropriate tax authority in favor of research organization.
· Value Added Tax (VAT): Good Neighbors Bangladesh will ensure VAT which is not included above mentioned amount.
9) Contents of Report: The contents of study report are flexible. Evaluator must submit reporting content during project inception report. The final report must meet quality standards suitable for global publication.
10) Eligibility Criteria: The research organization must have-
· Proven experience in evaluating youth development interventions
· Capacity to deliver high-quality research outputs
· Experience in publishing research or evaluation reports by external publisher
11) Required documents submission:
a) Prescribed EOI form with cover letter
b) Technical proposal with team composition
c) Financial proposal with bank information
d) CV/Profile of research organization.
e) Relevant study report of research organization (2 reports)
12) Quality Assurance Protocols:
· Comparative assessment: Highlight the unique strengths and differentiating factors of Good Neighbors Bangladesh in youth development compared to other like-minded organizations.
· Video, audio, pictures: Provide video, audio, and photographic evidence covering all respondent categories (KII, FGD, case stories, MSC)
· Quality of Report: Ensure the final report meets standards suitable for global publication.
· Meeting the deadline: Completion of the final report within the mentioned timeframe.
· Experience team: Assign a qualified and dedicated team to conduct the study.
· Dissemination of results: Present the study results to relevant stakeholders through a formal presentation
Good Neighbors Bangladesh reserves the right to accept or reject offers in whole or in part without assigning any reason.
Good Neighbors Bangladesh maintains zero tolerance approach for all forms of sexual exploitation and abuse (PSEA). Stakeholders must be concerned about issues such as child rights, PSEA, and safety. If any of the stakeholders violates the PSEA policy, a child rights issue, or a safety issue, Good Neighbors Bangladesh has the right to terminate the contract immediately.
