Midline evaluation of 5 Good Neighbors Bangladesh’s Community Development Projects

Introduction

Good Neighbors is a non-governmental international humanitarian and development organization with General Consultative Status in the United Nations Economic and Social Council (UN ECOSOC). Established in 1996, Good Neighbors Bangladesh is operating 17 Community Development Projects (CDP) and 3 Projects with Specific Programs (PSP) in 13 districts for child protection, education, health, women empowerment, income-generating activities, disaster risk reduction. Good Neighbors achieved MDG 2 award in 2007 for contribution of universal primary education. Good Neighbors Bangladesh achieved a prestigious UNESCO Hamdan Prize for Teacher Development in 2024.  Good Neighbors Bangladesh works with the mission to improve the lives of the community people especially registered sponsored children through education, health services, youth development, women empowerment and livelihood improvement.

Background

Mirpur, Gulshan Family Development Project were established in 1997. Ghatail CDP was established in 1998 and Shakhipur CDP established in 2007.

Taltali Community Development Projects was established in 2023 in southern part of Bangladesh respectively.

Over the project period, project team implemented a series of activities and interventions designed to achieve the project’s stated goals. To monitor progress and assess the project’s effectiveness, a baseline was conducted at the outset of the project to establish a reference point against which to measure outcomes and impacts.

Now project has reached mid of the project cycle and it is essential to midline evaluation to comprehensively assess its achievements, challenges faced, lessons learned. This midline evaluation aims to provide a thorough analysis of the project’s performance, impact on the target population, efficiency in resource utilization, and overall effectiveness in addressing the identified problem. In addition to assessing the project’s impact and outcomes, this evaluation will also examine the sustainability of project outcomes, considering the capacity building and community engagement efforts that were integral to the project’s design.

Purposes

a) To evaluate the process, progress, impact, and outcome of Good Neighbors Bangladesh’s Mirpur, Gulshan, Ghatail, Shakhipur and Taltali Community Development Project (CDP) using measurable indicators aligned with CDP redesign efforts in education, health and WASH, and income generation;

b) To evaluate the project’s relevance, coherence, effectiveness, efficiency, impact, and sustainability in relation to its intended goals and objectives;

c) To identify the problems and constraints of the Good Neighbors Bangladesh CDP initiatives in order to achieve the desired impacts and outcomes.

d) To identify best practices and carrying out activities to achieve the desired outcomes.

e) To identify CDP’s strengths and weaknesses, as well as areas for improvement.

Scope

A) Geographical scope of the evaluation:

1.      Gulshan CDP, East Vatara, Dhaka

2.      Mirpur CDP, Pallabi, Dhaka

3.      Ghatail CDP, Delduar Union, Tangail

4.      Shakhipur CDP, 3 No. Gojaria Union, Tangail

5. Taltali CDP, Karaibaria, Taltali, Barguna.

B) Time frame for the evaluation:

· Eight weeks after the signing of the memorandum of understanding (MOU).

Methodologies

A) Evaluation Tools:

1.  Secondary documents review (CDP data review),

B) Sampling Units: Simple Random sampling

1.  Focus Group Discussion (FGD)- Sector wise

4.  House hold Survey (Sample Size: Mirpur: 100; Gulshan: 100; Ghatail: 120; Shakhipur:130 and Tatali: 140)

C) Method

1. To find answers to the key questions (questions in the Evaluation Matrix), both quantitative and qualitative methods will be used.

2. On a random sampling basis, indicator-based data will be collected through a participatory process involving community members and all levels of stakeholders.

3. The following tools should be used to collect relevant data/information: data review, household survey, focus group, document review, key informant interview (KII), In-depth interview (IDI), case study/success story.

Methodologies

D) Target Respondents:

1.      Sponsored and non-sponsored children and their parents

2.      Community Development Committee (CDC)/ cooperative members’/ child council members

3.      Youths/volunteers (Nature and Peace Club)

5.      Community people/stakeholders’/ local representatives

6.      Educational institutes/ teachers/ SMC members

7.      Government officials

8.      All CDP staffs

E) Evaluation Questions:

· Will be found in Evaluation Matrix- Education, Health and Income Generation

· Evaluator will share the evaluation questions to CDP

Data collection and analysis

1.      Data collection through field visits and the review of secondary documents

2.      Data analysis should be done using methods that are convenient for the evaluators.

3.      The evaluator (lead) must visit each location and collect primary data.

9.  

Budget and resources

Total 5 Community Development Projects 

BDT 130,000 for each community development project (All expenses included food, travelling, accommodation and AIT.)

 

· Good Neighbors Bangladesh will ensure VAT.

· As required by applicable tax laws, Good Neighbors Bangladesh will be deducted Advance Income Tax (AIT) at the prevailing rate from the final payment to the evaluator. And Good Neighbors Bangladesh must remit the deducted AIT to the appropriate tax authority in favor of evaluator. 

CDP staff of Good Neighbors Bangladesh will provide logistic support during the field visit on official working days.

Reporting contents

· Evaluation reporting contents are flexible.

· Evaluator must submit individual evaluation report for each project/CDP

Timeline

1. EOI submission with a technical & financial proposal by October 5, 2025.

2. Draft report submission within 4th week of November 2025.

3. Final report submission by 1st week of December, 2025.

If any of the stakeholders violates the PSEA policy, a child rights issue, or a safety issue, Good Neighbors Bangladesh has the right to terminate the contract immediately.
